DEED FRAUD Legislative Update and Investigator Tools – Deed Fraud is a growing crime, often involving fraudulent deeds and other title documents, that devastates homeowners and unsuspecting buyers.  See how Texas Penal Code 31.03 and other TXPC statutes address deed fraud – and learn about the new laws taking effect in December 2025, including the new TXPC 31.23 Real Property Theft and TXPC 32.60 Real Property Fraud.  The course includes an Evidence Checklist, real-time practicum on searching property records, basic introduction to legitimate real property transactions, and a long list of examples of fraud schemes.

About the instructor:

Phillip Clark, ADA Deputy Chief

Phillip Clark is the Deputy Chief of the White Collar Crime Unit in the Specialized Crime Division of the Dallas County Criminal District Attorney’s Office. He has been a prosecutor for 16 years. Phillip has prosecuted dozens of Deed Fraud cases involving hundreds of properties in Dallas County and beyond. He was instrumental in crafting 2025 legislation that has reshaped the legal landscape for Real Property Theft and Real Property Fraud.
